Managing Your Leave Request

Before You Leave

  • As soon as you know you want to take leave, let your Supervisor and Human Resources know so they can provide information on your eligibility and options. 
  • Contact Payroll for your Leave balances.  You may also log on to the ESS (Employee Self-Service) module to obtain your current balances in your leave bank.
  • Thirty (30) days is the required notification time period for submitting time-off requests.
  • If you are considering Leave Without Pay (LWOP) make arrangements with the Division of Personnel to continue your health benefits.  Your portion of the employee bi-weekly premiums is your responsibility.
  • LWOP absences are also responsible for any deductions such as loans, union dues, etc.  All must be managed by the employee.

During Your Leave

  • Within 30 days if a family member becomes eligible or ineligible (obtains other insurance, death, divorce) for VIDE family member health or insurance benefits, Enroll of de-enroll your family member.
  • Within 30 days of your return-to-work date, if your physician extends your leave, you must submit the required paperwork to your Supervisor through the initial approval process.
  • Confirm with your Supervisor at least 3-5 days in advance by email, voice message, telephone call or in-person that you will return-to-work on the approved date.

After Your Leave

  • Resume your work schedule.  Communicate any necessary accommodations by way of physician letter in order for the reasonable accommodations to be made.
  • Meet with your Supervisor to understand the expectations and any changes you may need to be aware of that may affect your role on the team.
  • If any of your benefits stopped, contact the Payroll Office and Human Resources to restart them.  This includes health, insurance, loan deductions, union dues and other external commitments.

If You Don’t Return From Your Leave

  • Submit your resignation or retirement letter in a timely manner addressing the Commissioner of Education and copy to the following: your Supervisor, the Division Head, Human Resources.
  • Turn in to your Supervisor VIDE issued: Keys for Buildings, Storage Cabinets or Rooms, Your employee ID badge, Electronic Equipment (laptops, mobile phones, manuals, Text-Books, Thumb Drives, Building and Equipment/Portal Passcodes, Current Work Project Status Report.
  • Contact Human Resources to schedule your Exit Interview.  If there is anything you did not deliver to your Supervisor, you may bring it to your Exit Interview for proper release from your duties and the VIDE.
  • Exit Interviews may take place by phone if you had to depart the territory abruptly.  Contact your HR Generalist for the appropriate scheduling opportunity.
  • During your Exit Interview, be prepared to share with us your forwarding address, email and telephone number for the delivery of your NOPA (Notice of Personnel Action).
  • Your Exit NOPA will be processed for the exit date.  If your anticipated date of separation is 30-60 days out, the NOPA will be put in the queue and released through the internal process within a two-week period.
  • Once your receive your Exit NOPA, make contact with the GERS to learn the next steps for managing your benefits.

Types of Leave

When you decide to take leave, the correct category must be identified.  See the check list for the leave and submit ALL documents associated with your leave request.

If you are unsure, contact the Case Manager in Human Resources.

FMLA – Family Medical Leave is determined as Leave over 81 hours that falls in the categories of the FML Act of 1996.  See the GVI FMLA Request form for details.

Sick Leave – This option is used for routine procedures that do not require extensive absence from work.  Anytime over 81 hours must be follow the formal submission process through your immediate Supervisor.

Military Leave – Official Orders from the Military Commander are required. 

LWOP – Leave Without Pay – Must be pre-determined by the Division of Personnel.  Once the letter of confirmation is received, the formal steps for submission must be adhered to for compliance.

Territory's Teachers Eligible for Federal Loan Deferment

Local public and private school teachers are eligible for federal student loan deferment and cancellations retroactive to the 2004-2005 school year, as the V.I. Department of Education has once again received approval for its designated teacher shortage area proposal, according to Human Resources Director Nicole S. Jacobs.

Teaching professionals with outstanding FFEL (Federal Family Education Loan (FFEL) Program Program loans as of July 1, 1993 will qualify for deferment of loan repayment under the Federal Stafford Program anytime within the life of the their loan(s). The proposal enables Federal Perkins Loan borrowers who are full time teachers of mathematics, science, foreign languages, bilingual education -- or any other field of expertise where the Department determines there is a shortage of qualified teachers -- to qualify for cancellation of up to 100% of their loan. The proposal further enables scholars to qualify for the reduction of their teaching obligation under the Paul Douglas Teacher Scholarship Program.

Teachers do not have to be certified or licensed to receive cancellation benefits. However, they must be considered by the Department to be a full-time professional for the purposes of salary, tenure, and retirement benefits.

Teacher cancellations may be received for services performed in a private academy if the private academy has established its nonprofit status with the Internal Revenue Service (IRS), and if the academy is providing elementary and/or secondary education according to state law. To obtain a teaching deferment, candidates must submit a deferment form to their lender for each school year of teaching service. Teachers should contact the Department’s Office of Human Resources to get the form certified. Teachers must reapply each school year for a targeted teaching deferment.

Teachers qualify for cancellation (discharge) of up to 100 percent of a Federal Perkins Loan if they have served full time in a public or nonprofit elementary or secondary school system as a teacher in the subject areas determined by the Department to have a shortage of qualified teachers.

For more information about teaching deferments for the FFEL Program, consult your promissory note, and contact the lender or guarantor holding your loan, or the Department’s Office of Human Resources. Direct Loan borrowers should contact the Direct Loan Servicing Center at 1-800-848-0979. Federal Stafford/SLS borrowers with questions concerning their loans, including the teacher shortage area deferment, can also call the Federal Student Aid Hotline at 1-800-4FED-AID.

Areas approved and designated by the Federal Government as Teacher Shortage Areas for the US Virgin Islands are as follows: Art, Bilingual/English as a Second Language (ESL), Elementary Education, English, Foreign Languages, Mathematics (7-12), Music, Physical Education, Reading, School Nurse, Science, Social Studies, Special Education, and Therapists (OT, PT, ST).

Maintenance Mechanic STTJ

DEFINITION:

This is a skilled work in performing repair and maintenance work to buildings and equipment. An employee in this class usually works out of a central maintenance shop to which request for repair and maintenance work are sent and from which employees are detailed to handle the various request. General instructions and supervision are received from an administrative or technical superior but an employee is expected to use some initiative in assuming repair and maintenance assignments and in working with a minimum of immediate supervision.

DUTIES AND RESPONSIBILITIES:

  • Assist in general repair and maintenance of building structures;
  • Makes cost estimates for small repair and maintenance jobs to which assigned and prepares request for materials and supplies needed to complete the assignments;
  • Supervises a small number of General Maintenance Workers, Laborers, and other workers assigned to a given job;
  • Performs a variety of repair jobs involving combinations of skills in gasoline and diesel equipment mechanics;
  • Performs a variety of building and grounds repair jobs involving combinations of skills in carpentry, plumbing, electrical and/or masonry trades;
  • Turns off electrical, water, and gas supply and starts emergency supply when necessary;
  • Performs other related work as required;

KNOWLEDGE AND SKILLS REQUIRED

  • Considerable knowledge of the principles and techniques of at least two of the building or mechanic trades and some knowledge of a variety of the other trades related there to;
  • Knowledge of the methods, practices, tools, and materials of several of the building or mechanic trades;
  • Skill in the use of wide range of tools, and materials of several of the building or mechanic trades;
  • Ability to make inspections, to determine, the need for repairs, and to perform or assists in performing a variety of repairs needed for proper maintenance of buildings, grounds, and equipment;
  • Ability to supervise a small group of skilled and other workers assigned to a job;
  • Ability to establish and maintain effective working relationships with co-workers and all other persons contacted during the course of the work;

Education and Experience

  • High school diploma or G.E.D. equivalent and (3) three years’ experience at the journeymen level in at least two of the building or mechanical trades.
  • An Associate’s degree in a related area may be substituted for apprenticeship training.

School Lunch Warehouse Manager

POSITION: SCHOOL LUNCH WAREHOUSE MANAGER

DESCRIPTION

This is administrative and supervisory work in the management of area district warehousing. An employee in this class is responsible for receiving, warehousing, inventory control and the distribution of goods to schools, as well as developing policies and procedures to ensure the smooth operation of the warehouse. Work is performed under the direction of the District Director, but the employee is given considerable latitude in executing his/ her functions.

DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE)

  • Determines the need for commodities and supplies and arranges for the purchase of those commodities and supplies by monitoring the quantity and quality of commodities stored;
  • Place orders and arranges deliveries of commodities to provide sufficient balances on hand;
  • Supervises receipt and delivery of both Federal and locally purchased commodities;
  • Uses reports from the Food Service Supervisor to ensure compliance with good health practices and Federal regulations at schools;
  • Supervises the maintenance of all warehouse records of receipt, distribution and inventory;
  • Provides explanation of irregularities to the State Office and District Director;
  • Consults with all employees in the warehouse and schools about the correct job procedure for efficient operation;
  • Reports immediately to the Director any willful disregard of job procedures or direct orders by an employee;
  • Supervises warehouse employee attendance regularly;
  • Deliver and distribute federal donated commodities as requested;
  • Ensure that reporting and internal control systems are functioning and all relevant records are properly maintained;
  • Performs other related duties as required.

KNOWLEDGE, SKILL AND ABILITIES

  • Knowledge of the principles of administration and supervision;
  • Knowledge of Federal laws, rules, regulation governing commodities, supplies and distribution of such;
  • Knowledge of the operational principles of trucks and related automotive equipment;
  • Excellent skills in communicating clearly and effectively in English, including writing clear and concise documents;
  • Excellent organizational skills;
  • Proficient in Microsoft Office;
  • Must be flexible, proactive, highly motivated, resourceful, professional and efficient;
  • Ability to establish and maintain effective working relationships;
  • Ability to lift seventy (70) pounds or more.
  • Ability to exercise sound independent judgment in carrying out functions of the position;

EDUCATION AND EXPERIENCE

  • Bachelor’s degree in Business Administration, Management or other related field with five (5) years or more of progressive relevant experience in administration, warehouse and storage operations; and
  • Valid Virgin Islands driver’s license.

DESCRIPTION

Accounting work of this class work involves routine accounting procedures, principles and techniques. An employee in this class keeps records of accounts in a small administrative unit and is responsible for the preparation of accounting and fiscal reports, and the maintenance of less complex control accounts. Problems involving policy matters and significant irregularities are referred to a superior officer for advice or assistance. Work is performed in accordance with established procedures. Work skills are reviewed through periodic checks, on completion of assignments, and from progress reports.

DUTIES AND RESPONSIBILTIES (NOT ALL INCLUSIVE)

  • Posts accounting data to general ledger accounts from subsidiary reports;
  • Makes trial balances in preparation for financial reports;
  • Reconciles accounts, records, reports and journals;
  • Creates forms, statements, audit reports and other records;
  • Maintains expenditure and budgetary control accounts and prepares necessary reports relating to account status;
  • Engages in posting and processing information for fiscal reports;
  • Exchanges non-routine information using tact, requiring good oral and written communication skills;
  • Other duties as required.

KNOWLEDGE, SKILL AND ABILITIES

  • Knowledge of the provision of the accounting manual of the Government of the Virgin Islands as they relate to recording and reporting of fiscal transaction;
  • Knowledge  of  generally  accepted  accounting  principles,  theories,  practices  and  their application to a wide variety of transaction involved governmental accounting;
  • Knowledge of spreadsheets, word processing software, computer applications related to the work, accounting software and willingness to learn and use accounting  and  financial reporting software;
  • Knowledge of procedures, modern office practices, and basic office management; business language and arithmetic;
  • Ability to apply and adapt established methods in accounting transactions;
  • Ability to communicate effectively, courteously, interpersonally and organizationally;
  • Ability  to  perform  detailed  work  involving  written  or  numerical  data,  and  to  make arithmetical calculations rapidly and accurately;
  • Ability to prepare complete accurate accounting reports and statements;
  • Ability to organize own work, setting priorities and meeting critical deadlines;
  • Ability to supervise the work of a small group of employees engaged in bookkeeping or related office duties.

EDUCATION AND EXPERIENCE

  • Bachelor's degree in accounting, business administration or a related field from an accredited college or university; or
  • Semester credits in Business Administration to include 15 credits in accounting/ bookkeeping and four (4) years’ experience in the position of Bookkeeper III or equivalent.
