DESCRIPTION                               

An employee in this position works under the direct supervision of the compliance manager and performs a variety of assignments most specifically assisting with monitoring and evaluating of program operations pertaining to the delivery of educational and related services to children with disabilities (ages 3 -21). Work is performed within the framework of existing policies and procedures, state rules and regulations of the V.I. Department of Education/State Office of Special Education and appropriate federal regulatory requirements.

DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE)

  • Monitors the local educational agencies (LEAs) to ensure compliance with all federal, state and local requirements regarding the education of children with disabilities (ages 3 -21).
  • Provide training to regular and special education staff regarding the provision of special education services.
  • Conducts routine complaint investigations and is responsible for portions of the cases through resolution.
  • Reviews allegations, identifies pertinent data, interviews witnesses, develop legal theories and investigative plans. If early complaint resolution is appropriate, the compliance monitor assists mediation to secure voluntary compliance.
  • Participates in on-site investigations. Collects data, materials and records; interviews identified witnesses and other persons who may have a bearing on the case.
  • Participates as a member of the compliance monitoring unit for problem solving and coordination of activities, programs, policies and services.
  • Conducts specific portions of compliance reviews of the policies and practices of selected recipient institutions with respect to the requirements of appropriate statutes.
  • Develops and recommends policies, procedures, and regulations for related services and due process
  • Assume all other duties and responsibilities delegated by the Compliance Manager or State Director of Special Education.

KNOWELEDGE, SKILLS AND ABILITIES

  • The compliance monitor is required to have excellent oral and written communication skills for this position.
  • The candidate must possess the ability to work with others in a team environment and with minimal supervision, as well as work alone.
  • Ability to maintain confidentiality of information and reports.
  • Ability to occasionally work evening and/or extended hours, and to occasionally travel out-of-town, sometimes overnight.
  • The ideal candidate should have a working knowledge of the Individuals with Disabilities Education Act (IDEA) and be able to work in a diverse culture environment.

EDUCATION AND EXPERIENCE

  • A Bachelor’s Degree from an accredited university in Paralegal Studies, Education, Social Work or closely related field is required; Or an Associate Degree from an accredited university in Education, Social Work and three (3) years work experience paralegal, special education or technical writing.

GENERAL STATEMENT OF DUTIES

Under general direction, an employee in this class will perform highly technical work involving the design and analysis of various data processing systems. Considerable judgment and initiative is required in determining data processing problems related to specific systems. The employee also acts as a liaison with various government departments and agencies.

DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE)

  • Organizes and directs tasks involving systems design and analysis;
  • Analyzes present systems and procedures;
  • Designs improved approaches to operating situations;
  • Evaluate and recommend products and services;
  • Maintain data accuracy and security, review data models and data dictionaries for overall system improvement and efficiency;
  • Analyzes cost statistics and prepares economic comparisons of alternatives;
  • Organizes and prepares systems documentation;
  • Designs procedures and schedules for supplementary recommendations;
  • Coordinates the implementation of new or revised systems;
  • Improve and update system;
  • Performs other duties as required.

KNOWLEDGE AND ABILITIES

  • Knowledge of programming and computer systems;
  • Knowledge of at least two programming languages;
  • Strong written and oral communication skills;
  • High level of critical thinking and reasoning skills
  • Ability to perform detailed and complicated work;
  • Ability to instruct personnel in a clear and comprehensible manner;
  • Ability to establish and manage multiple projects;
  • Ability to establish and maintain effective working relationships.

QUALIFICATIONS

  • Master’s degree in Computer Science or related field, and two (2) years of progressively more responsible work where the primary aspects of employment where related to systems design and analysis; or
  • Bachelor’s degree in Computer Science or related field, and field (5) years of progressively more responsible work where the primary aspects of employment where to related to systems design and analysis.

GENERAL STATEMENT OF DUTIES                         

An employee in this class performs work required for the maintenance, repair, and improvement of buildings, equipment, and grounds depending on the trade assigned.  Employee receives general direction from school administrator, activity center head, or other designated supervisor.

DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE):

  • Performs work required for the maintenance, repair, and improvement of buildings, equipment and grounds;
  • Performs routine work in such trades as carpentry, painting, plumbing, electrical, furniture repair, and other tasks of similar nature;
  • Performs such duties as a helper in carpentry, grounds, and similar projects;
  • Performs such duties as hauling heavy materials, repairing roads, cutting grass, demolition work and various other preparatory work for the trades;
  • Performs simple and elementary work not specifically related to the trades, such as, moving heavy furniture, equipment or materials to repair shops, schools and various grounds work including excavation, spreading top soil, preparation of soil for grass, and grass cutting,
  • Assists a skilled  or semi-skilled maintenance tradesman as directed;
  • Assists with the repair and maintenance of fences and other barriers enclosed area;
  • Assists in responding to complaints regarding sewers and drainage problems as assigned and explain to by immediate supervisor;
  • Uncrate or unpacks supplies and other freight;
  • Cleans and flushes gutters and places trash in cans or on trucks.
  • Supervises in a general fashion, the use of the area, especially from the stand point of insuring compliance with the rules and regulations governing the attire and conduct of persons using the area;
  • Insures proper maintenance of equipment and tools by cleaning and checking equipment and tools prior to and upon completion of use;
  • Load and unloads baggage, packages, crates, and other material transported by automobile and truck;
  • Performs other related work as required.

EDUCATION AND EXPERIENCE:

  •  Graduate from high school or possession of a GED certificate.
  •  Experience in performing a variety of manual tasks, including some experience in the operation of any of the kinds of equipment representative of this class.
  •  Valid Virgin Islands License

KNOWLEDGE, ABILITIES AND SKILLS

  •  Ability to understand and follow specific oral and written instruction;
  •  Ability to do manual labor and to work long hours outdoors as required in the making and maintenance of recreational areas;
  •  Ability walk, sit, climb or balance stoop and kneel crouch or crawl
  •  Ability to perform routine tasks and to understand and follow oral instructions;
  •  Ability to establish and maintain effectively working relationships with co-workers and all other persons using recreational areas;
  •  Ability to acquire skill in following instructions for making of playing fields and courts.
  •  Physical strength and ability to lift 70lbs, and perform common related duties.

DESCRIPTION

Work in this class involves unskilled miscellaneous tasks in the food service department of a school.  It involves the performance of a variety of tasks including some of a custodial or laboring nature, although primary emphasis is on food service activities. Work requires the maintenance of a high standard of cleanliness and sanitation. Duties may be learned on the job without the need of prior experience. Work does not normally include responsibility for cooking, but for very simple food preparation, such as preparing salads and for caring for the kitchen, pantries, and dining room.  Work follows a set schedule and is performed under close supervision of a dietitian, food service supervisor or cook.

DUTIES  AND RESPONSIBILITIES (NOT ALL INCLUSIVE)

  • Assists cooks in washing, peeling and preparing fruits and vegetables, cleaning, dressing, and cutting up fish and meats;
  • Cuts, slices and butters bread, makes sandwiches, and assists in setting up trays and dishing out food;
  • Prepares cereals, toast, coffee, salads and other simple menu items;
  • Obtains meats and other refrigerated food items from cold storage, weigh and measure other food items to be used;
  • Sweeps and mop pantry, kitchen, dining room, and other floors as required;
  • Cleans tables, chairs, and floors in the dining room and kitchen; washes food utensils and dishes; and cleans equipment such as ranges, counters, and meat blocks;
  • Serves meals to school children;
  • Collects soiled dishes, utensils, and trays, and return them to the kitchen;
  • Performs related work as required.

KNOWLEDGE, SKILL  AND ABILITIES

  • Some knowledge of the preparation and service of food as well as the use and care of dishes, and kitchen utensils.
  • Some knowledge of sanitary methods to be used in food preparation and related food service activities.
  • Ability to perform simple mathematical computations, calculations and measurements.
  • Some knowledge of the preparation and service of food as well as the use and care of dishes, and kitchen utensils.

  • Ability to perform routine custodial duties and to do moderately heavy lifting and moving as required in large scale kitchen operation.

  • Possession of or ability to qualify for a food handler’s health certificate

DESCRIPTION

This is administrative work in assisting with the daily duties of an agency.  Work is at the entry level and of limited complexity; duties are usually specialized in nature, relating to a limited number of management areas.  Work is performed in accordance with established policies, but the use of good judgment is required in the application and interpretation of rules and regulations.  Direct supervision is received from a higher-level officer in the form of review of work. 

DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE):

  • Provides staff support in the areas of fiscal management, personnel management, and other administrative functions;
  • Prepares budget estimates of funds where necessary, suggesting needs for additional equipment and supplies or personnel including preparation of appropriate justification of need;
  • Makes apportionment of budgetary funds where necessary suggesting when certain expenditures should be made; initials for the certifying officer expenditure documents to be processed and keeps that officer informed on unexpended funds to prevent overspending;
  • Maintains files and records, supplies, and materials as required by the administrator;
  • Informs department or division personnel of policy changes and ensures proper implementation;
  • Conducts investigations and studies of limited scope and complexity;
  • Functions as representative of the department, explaining agency’s programs and procedures;
  • Performs other duties as required and assigned

Knowledge, Skill and Abilities

  • Knowledge of the general theory and principles of budgeting, general procurement and supply, personnel administration and public administration;
  • Ability to interpret and understand procedural and general administrative legislation, rules and policies and apply them to a wide variety of problems;
  • Ability to prepare reports on proposed or completed management endeavors;
  • Ability to develop harmonious relationships with employees, agency heads and the general public;

Education and Experience

  • Completion of the twelfth school grade, including or supplemented by commercial subjects and six years related experience;
  • Graduation from an accredited college or university with major work in Business Administration or related field;
