POSITION: COMPUTER OPERATOR III

DESCRIPTION

This is highly specialized technical and lead supervisory work in the operation of general-purpose digital computers

and peripheral equipment. An employee in this class serves as lead operator for the processing, management and storage of school files, grade input systems, and other information. Work involves preparing the computer system for operation and performing operations according to schedule and program instructions. The most important aspect of the work is maximizing results while minimizing processing time through operator intervention in resolving computer halts. Work may include training and assisting other employees. Employee is expected to use initiative and judgment in solving machine or production halts. Incumbent is further responsible for assisting in maintaining work schedules as established by a principal or activity center head.

DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE)

  • Resolves operation halts by revising existing or devising new operating techniques;
  • Prepares data for a computer run while other jobs are being run;
  • Recommends improved service routines, production techniques and modifications or additions to equipment;
  • Observes and controls the course of jobs being run on the computer system;
  • Takes immediate action to correct any machine malfunction;
  • Assists in the orientation of operators in a lower classification;
  • Acts as operations supervisor when required;
  • Performs related work as assigned.

KNOWLEDGE AND ABILITIES

  • Knowledge of command languages for multiple processing platform system software and related peripheral equipment;
  • Knowledge of computer production control procedures;
  • Knowledge of the operation and care of the digital computer and its peripheral equipment;
  • Knowledge of computer operating systems and preparation and use of job control cards;
  • Knowledge of peripheral operational methods and techniques;
  • Knowledge of programming principles and techniques;
  • Knowledge of the capabilities of the general-purpose digital computer and its peripheral equipment;

  • Employee works under the supervision of a Principal or Activity Center Head, who describes scope of goals and objectives and furnishes guidance only on critical issues;
  • Incumbent plans and schedules own work based on the understanding of broadly defined objectives and priorities, supervisor reviews work after completion;
  • Instruction provided only in new situations, methods, procedures that are not clearly related to existing tasks and duties.
  • Work is reviewed through conferences, reports and achievement of objectives;

FACTOR III: GUIDELINES

  • Federal and Departmental policies and procedures must be followed in meeting objectives as outlined in principal or activity center head directives.

FACTOR IV: COMPLEXITY

  • Work is of a demanding and confidential nature;
  • Duties require a high degree of concentration to address an array of complicated tasks within adjustable timelines.

FACTOR V: SCOPE AND EFFECT

  • Responsible for the proper and timely processing and daily management and storage of information in computer systems in order to aid the efficient functioning of the particular school or activity center.

FACTOR VI, VII: PERSONAL CONTACT AND PURPOSE OF CONTACTS

  • Contact is made with co-workers, supervisors and other administrative officials to provide administrative staff support in the areas of computer technology and to function as a representative of the Department, explaining agency’s programs and procedures.

FACTOR VIII: PHYSICAL DEMANDS

This employee is required to:

  • Sit, and talk or hear within normal range;
  • Reach with hands and arms;
  • Read fine print, and review information on a PC monitor, as well as, hard copy output;
  • Manipulate objects with fingers. For example, use a keyboard and telephone receiver.
  • Use the spoken word;
  • Move about and exert some physical dexterity.
  • Lift, push or pull up to 70lbs.

FACTOR IX: WORK ENVIRONMENT

  • Work environment involves normal everyday hazards or discomforts typical of offices, meeting and training rooms;
  • Comfortable levels of temperature, ventilation, lighting and sound are inherent in the work environment;
  • Exposure to deviations from pleasant environmental conditions is only occasional;
  • The likelihood of injury is remote.

MINIMUM QUALIFICATIONS

  • Bachelors of Science degree in Computer Science or related field; or
  • Completion of the twelfth grade and four years of experience in the operation of data processing machines.

Network System Support Specialist

POSITION: NETWORK SYSTEM SUPPORT SPECIALIST

DESCRIPTION

This is technical support work in monitoring, testing and troubleshooting hardware and software problems pertaining to a Local Area Network (LAN), Wide Area Network (WAN) and the Enterprise Virtual Private Network (ENTERPRISE)

An employee in this class works under the immediate supervision of the Director of Information Systems. He/she is allowed some degree of independence in carrying out the duties of the job. Work is reviewed through conferences and appraisal of the project from its inception through final stages.

DUTIES (NOT ALL INCLUSIVE)

  • Analyzes data to identify or resolve operational problems.
  • Provides end users with support for all LAN/WAN based applications. Installs and configures servers workstations.
  • Creates electronic data back-up to prevent loss of information
  • Acts as subject matter expert for trouble shooting and repairing active directory
  • Conducts site visits to user agency to ascertain the problem and provide technical assistance. Logs and reports all problems received in a monthly report and maintain for future reference. Receives lrouble tickets and handles the trouble call or assigns them to subordinate technicians and help desk specialist.
  • Receives trouble tickets and request for password to the ENTERPRISE and e-mail server and provides information necessary to correct the problems and to gain access to the ENTERPRISE.
  • Provides assistance to management with the implementing of security measures for computer or information  system.
  • Create, evaluate and closes trouble tickets.
  • Provides lead work to lower level technical and clerical support staff in work functions as requested.
  • Performs other related work as required.

FACTOR i - KNOWLEDGE REQUIRED BY THE POSITION

  • Knowledge of local and federal laws, departmental rules and regulations and policies. Knowledge of fundamental operating rules, procedures and advanced computer commands and operations.
  • Knowledge of Routers, Firewalls, ISP, TCP/IP, LAN, Servers, DNS, Switching Hubs, VPN and Voice Over IP.
  • Knowledge of Anti-Virus Software, Anti-Spyware, and installation of all other types of software. Knowledge of Quality of Service (QoS), Routing tables.
  • Knowledge of a variety of Network Management Software.
  • Knowledge of standard concepts, practices, and procedures within the information technology field.
  • Extensive knowledge of the interconnectivity of the Government wide area network (GWAN) Skill in the use of computers and related equipment in entering and retrieving stored subject matter and other data.
  • Ability to read, write, comprehend and follow oral and written instructions. Ability to communicate with co-workers, end users and ENTERPRISE clients.
  • Ability to establish and maintain effective working relationships with all persons contacted in the course of the work.

FACTOR 2 - SUPERVISORY CONTROL

The immediate supervisor gives routine assignments with instructions only about the objectives to be achieved, priorities and deadlines. Daily work is performed independently with minimal supervision. Employee is responsible for work outcomes and is given a certain level of latitude, and creativity in project completion.

FACTOR 3 - GUIDELINES

Guidelines include general standards, concepts, practices and procedures along with directives as established within the industry and user agency.

FACTOR 4 - COMPLEXITY

Employee's job functions require trouble shooting and fixing of problems, logging of reports regarding various issues and visiting other agencies. The work requires technical knowledge of computer installation and software operations. The employee is required to correct problems, research issues and direct the agency where to get help or how problems can be solved.

FACTOR 5 - SCOPE AND EFFECT

The purpose of the work is to provide technical recurring tasks assistance, network monitoring, remote configuration, mirror imaging, ping all IP addresses on the Enterprise for replies, support ENTERPRISE operations, repairs equipment, replace HD, and memory upgrading.

The effect of the work is to resolve critical system and operational problems. The results of the work provide products for and facilitate the timeliness of other work processes in the ENTERPRISE  operations.

FACTOR 6 - PERSONAL CONTACTS

Contacts are with internal and external users of the ENTERPRISE, and ERP users.

FACTOR 7 - PURPOSE OF CONTACTS

The purpose of the contacts is to address critical system trouble calls, fix the problems and enter status into log.

FACTOR 8 - PHYSICAL DEMANDS

Specific agility and dexterity requirements as well as the physical exertion involved in the work such as climbing stairs, lifting boxes of computers or computer peripherals, pulling and installing cables and other wiring, prolonged sitting, stooping or kneeling.

FACTOR 9 - WORK ENVIRONMENT

Work is performed in an air conditioned office. Employee may be required  to travel  to other governmental departments or agencies relative to necessary on-site repairs or troubleshooting.

MINIMUM  QUALIFICATIONS

POSITION: TERRITORIAL DIRECTOR OF PROPERTY

DESCRIPTION

This is professional work that requires the ability to provide support in the implementation of the Division’s policies and objectives in accordance with both local and federal reporting standards. Supervision for this position is received from the Territorial Director of Procurement. Work in this class involves major responsibility for the recording and analyzing of all Fixed Assets and capital (i.e. property equipment) and intangible assets. this employee must be able to maintain high levels of concentration, patience and flexibility especially in unexpected situations. This employee is given considerable latitude in exercising professional skills and independent judgment in the performance of work.

DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE)

  • Create random sample of assets for monthly cycle counts;
  • Document all new fixed asset purchase deliveries;
  • Prepare monthly cycle count and purchased asset reconciliation schedule (by contacting schools and offices and setting date of visits);
  • Prepare, plan and conduct on-going cycle counts and purchased asset reconciliations;
  • Prepare daily cycle count and purchased asset reconciliation reports;
  • Prepare daily cycle count and purchased asset reconciliation results reports (i.e. school visited, assets in sample, assets located and missing assets);
  • Ensure Principal(s) or inventory contacts prepare missing asset movement documentation “on the spot” when identified during a cycle count;
  • Review Inventory Binders for accuracy and completeness during cycle counts;
  • Take appropriate steps to resolve instances of assets not being found;
  • Receive and maintain documentation on the movement of fixed assets (i.e. home use authorization, transfer of property, report of survey etc…)
  • Update Financial Management fixed asset information based on documented movement of assets
  • Approve new fixed asset additions created by warehouse receiving clerks;
  • Periodically review assets and asset information to ensure uniformity and accurate entry;
  • Monitor and report on warehouse cycle times to receive and deliver fixed assets;
  • Report on Fixed Assets received and activated;
  • Conduct warehouse audits of fixed assets (i.e. ensure they are in the secured cage, cage is locked and access is controlled etc…)
  • Prepare plan and execute E-waste disposal;
  • Provide agenda items and assist with the planning and conducting of quarterly inventory and asset management meeting;
  • Prepare analysis and input to review key issues with Principals and Superintendents;
  • Assist in the planning of the bi-annual physical inventory count;
  • Conduct verifications of Missing items found during the bi-annual physical inventory;
  • Based on bi-annual physical inventory results, update MUNIS as necessary (example: Added, Moved, Validated etc…);
  • Performs related work as required.
