POSITION: HUMAN RESOURES SPECIALIST

DESCRIPTION

An employee in this position performs highly professional and technical work involving extensive specialized knowledge and training of the selection and application of personnel measurement devices. It understands the relationship of position classification to management problems, staffing, recruitment and other specialized fields of human resource management. The employee is concerned with meeting the recruitment and staffing objectives of the Department of Education Division of Human Resources. Work is reviewed by the Human Resources Director for conformance to established standards and adherence to departmental rules and regulations.

RESPONSIBILITIES AND DUTIES (NOT ALL INCLUSIVE)

  • Executes the Department of Education’s human resource policies and procedures;
  • Researches personnel matters, concerns and problems, and recommends appropriate solution to alleviate or mitigate matters in conformity with standard human resources principles and practices;
  • Serves as a resource person in providing guidelines and assistance to school and activity center administrators in identifying personnel management concepts and their value in resolving management problems;
  • Administers human resource transnational matters such as position classification, posting of vacancies and the supervision of employee examinations;
  • Prepares job descriptions, outlining the official record of the work assigned by management to an employee;
  • Classifies positions according to their common characteristics, level of difficulty, degree of responsibility, qualification requirements and other factors in accordance with position classification plans;
  • Performs job analysis to gather identify duties, responsibilities, minimum qualifications and working conditions;
  • Performs job evaluation to determine pay rate and duties;
  • Provides inputs for annual forecasting reports;
  • Formulates and recommends policies and procedures commensurate with proper personnel practices and classification standards;
  • Sends out yearly questionnaires to managers and supervisors to obtain data on their human resource requirements;
  • Meet and confer with other human resources personnel on personnel principles, procedures, guidelines, etc;
  • Conducts training on human resources guidelines , rules, regulations and classification;
  • Conducts skill audits, job evaluations and organization reviews;
  • Develops qualification standards needed for recruiting and promoting candidates to staff schools and activity centers of the Department of Education;
  • Develops performance evaluation criteria, job selection criteria techniques and procedures to enable the Division to effectively meet overarching objectives;
  • Develops, evaluates, examines selection programs (tests, training, experience) for employment and promotion;
  • Develops training schedule and monitors employees training plans;
  • Maintains human resources database;
  • Works on special projects as may be assigned by the Human Resources Director.
