DESCRIPTION

This is a federally funded, highly administrative, grant management position which is responsible

for implementing the 21st Century Community Learning Center – (21st CCLC) program

according to the approved plan by United States Department of Education (USDE). An employee

in this class is responsible for supervising, planning, directing, monitoring and coordinating

activities carried out by the 21st Century Community Learning Center – (21st CCLC).

The 21st CCLC oversees the provision of academic enrichment opportunities during non-school

hours for students who attend high-poverty and/or low-performing schools. The 21st CCLC

Program helps students meet state and local standards in core academic subjects such as reading

and math; offers students a broad array of enrichment activities that can complement their regular

academic programs; and offers literacy and other educational services to the families of

participating children.

DUTIES AND RESPOSNIBILITES (NOT ALL INCLUSIVE)

• Manage all aspects of the sub grantee competitions including the coordination of the

Request for Proposal (RFP) process;

• Oversees federally funded projects aligned with the 21st CCLC Program;

• Supervises, plans, directs, monitors, and coordinates activities related to the 21st CCLC

Program;

• Conduct monthly monitoring visits to grant recipients for programmatic and fiscal

compliance;

• Develop, write, and monitor State Education Agency (SEA) application and budget;

• Remains abreast of requirements to comply with federal and local laws and standards;

• Ensure state compliance with federal regulations;

• Reviews, approves, and process federal program documentation to include grant

applications, agreements memoranda and letters, and budgets;

• Ensures that proper documentation of program is kept and prepares reports;

• Conduct evaluations;

• Enter requisitions, prepare federal and local reports, and create standard operating

procedures;

• Examines evaluation results to improve program;

• Maintains supervisory control over technical and managerial aspects of program actives;

• Analyzes data on program effectiveness and prepares report for management;

• Reviews all correspondences and expenditure request related to the grant;

• Coordinates and chairs all 21st CCLC Program meetings and technical assistance activities;

• Advises the Deputy Commissioner on program policy changes, programmatic expectations,

and other pertinent information

• Perform other duties as assigned.

KNOWELEDGE, SKILLS AND ABILITIES

• Knowledge of all aspects of program development;

• Knowledge of and ability to understand and implement programs within federal

guidelines;

• Knowledge and ability to conduct training and seminar sessions;

• Ability to organize work effectively, and prioritize objectives;

• Ability to maintain a good working relationship with staff, teachers, and administrators;

• Ability to present ideas clearly and concisely;

• Ability to follow written and oral instruction;

• Ability to use a personal computer and other office equipment.

EDUCATION AND EXPERIENCE

• Master’s Degree from an accredited college or university in Business Administration,

Education or closely related field, plus at least three (3) years’ experience working with

program leadership; or

• Bachelor’s Degree from an accredited college or university in Business, Education, or

closely related field, plus at least three (3) years’ experience working with federallyassisted programs or program leadership.
